The first time you open your budget for the year, you will be asked how you want to deal with it. You can transfer using last year's budget, last year's actual, or start fresh.

Unfortunately, if you have already gotten past this, we won't be able to bring it back, and you will have to work with your budget fresh. Make sure in the next fiscal year, in that case, to select which option you would like to use to populate your budget.
