How to clear a pst report that is at zero balance? Not sure why the misc. income account is creating a pst amount?

To clear this, go to Taxes > Process PST Return. Set the date of the return to the end of your fiscal year, and record. This will clear the report of any income.
This is being caused by your miscellaneous income account having PST allocated to it. If you go to Setup > Chart of Accounts, and click on the Income tab, scroll down until you find your miscellaneous account. Click on it and click on Edit. Where it says Use PST on this account, set the option to No. This should prevent allocation of income to the PST report in the future.
