Hi Erin,
You'll enter it almost exactly like you do a Withdrawal. At the top left hand corner of the transaction entry window, set your transaction to Payable Charge and then fill in all the other fields exactly as you would if it was a regular withdrawal transaction. The only thing you'll find that's different is that the Supplier field is mandatory for a Payable Charge, where it's optional on a withdrawal.
