I am trying to create my new fiscal year, but the "create new fiscal year" box will not highlight. What am I doing wrong?

It sounds like you have a dividing date set on your file. If you are in 2016-03, look at the bottom of your screen, and you will likely see a reference to "Client's Copy, Dividing Date...", where it will give you the date you divided your file as of.
Did you send your file away to your accountant? Or is this an old date? Regardless, you will need to go to File > Undo Accountant's Copy. This will remove the dividing date so that you can access the Add Fiscal Year function in the Fiscal Years screen.
If the dividing date was set and you have already sent your file to your accountant, you will need to re-do the accountant's copy and send an updated transfer file to them. The old one will be no good anymore. But at this point, you should be able to continue as normal.
